These things need to be written up, probably in several places.  For
example:

  In /usr/share/doc/<new-rescue-package>/README
  In the Debian Users Manual (is there one yet?  Is it on line?)
  In install.sgml in the boot disks (because users may remember seeing
it there when they have need of it, and because they can read it
off a CDROM even with only a DOS system).
  Maybe even in one of the text pages on the rescue disk.
