You are right.
Mr.Taruishi, have you read Debian Policy Manual?

I think the priority value of another Mr.Taruishi's package
kernel-patch-2.2.9-pc9800 should be extra too, as
kernel-patch-2.2.9-powerpc and kernel-patch-2.2.10-i386.

But, the priority value of kernel-patch-2.0.35-alpha and
kernel-patch-2.0.36-m68k are optional.  Are they wrong?
