If login without pam uses /etc/environment, shouldn't pam_env be
enabled by default then, so the differences in the system are
minimized? I think it is and it should be a quality of Debian to make
the changes minimal. Changing between sysvinit and filerc is a good
example for this. It is absolutely transparent for the admin.

Some user even install filerc by accident and wonder a month later why 
there aren't any /etc/rcX.d directories and the system still boots :-)
