No, as libs in base are. Other libaries in main are freely
downloadable, but not guaranteed to be installed, which is how I'd
interpret "system library".

IMHO, having KDE in Debian is something we should try to achieve. But
we should do it by the rules, and not ride roughshod over legal
objections.
