No, you have all wrong, ...

first it is true for every recent i386 grqaphic card, but remember :

 * Linux is running on lot of old hardware, some don't have pci cards, some
   have strange and unrecognized cards, and so on, but then i am no expert in
   such stuff, just be aware of it, and don't fall in the all linux is
   linux/i386 on pentium II or better hardware, ...
   
 * not all architectures uses pci, what will you do on a sparc systems, on m68k
   systems, on some odd powerpc systems ? Sure you can limit yourself to only
   recent i386 systems, but that is not the spirit of linux, nor the spirit of
   debian, so think large, ...

I think it is feasible, but not so easy as you think, so don't underestimate
this, ...
