libc6 could predepend on a new dpkg.

Conflicts prevents packages from being installed at all, so is like a
backwards Pre-Depends. Breaks prevents configuration, so is like a
backwards Depends.
Anyway, it's probably not not needed for this. libc6->6.1 is a lot
less upsetting than libc5->6.
