Free Haskell implementations (Was: Re: Admin tools - idea from left field)

The next Hugs version (Hugs 98, an implementation of Haskell 98) will
be free.  I've agreed to take over the Debian package, and I've been
advising upstream on the choice of licenses (they're currently
considering BSD without advertising, Artistic and Artistic/GPL).

There is a free Haskell compiler (NHC13), but it does not compile
itself nor can it be run under Hugs, last I checked.  And it is
memory-conservative so the resulting executables are slow (but faster
than when interpreted).
