No. But I do see my non-ASCII ISO 8859-1 characters with less. I
haven't changed anything in less' configuration. I just have the
correct locale settings.

I had to RTFM to set the locale. That should be enough for _all_
programs, however. Remember, isprint(3) is affected by locale
changes; why doesn't joe use that convenient facility?
