Unfortunately this is not true. I still get the message:

meskes@feivel:~/upload/umsdos-0.9$ export LANG=C; dpkg-buildpackage -rsudo

If there is no subtvars file it isn't even able to see the package name. So
I guess the substvars file must not be deleted. Correct?
