Maybe this one is usefull (or can be enhanced):

Title: metash - common configuration file for all shells
Version: 0.3
Entered-date: 29Nov97
Description: metash is a meta shell, as the name implies. It reads
3 configuration files and sets environment, umask and
resource limits depending on user name or UID ranges.

If these are set, it starts the (implicit) specified
                user shell.

Keywords: envrionment umask resource limits shell bash tcsh csh zsh ksh
