contrib is not intended to be a dumping ground for bad packages.

The fact is that libc4 just doesn't build on the current dlltools
(in fact, I can't even find the dll tools package any more). It might
be possible to build it on a bo system using dlltools of that era,
which would at least solve the old-source-format issue, but wouldn't
really be a good fix. I might get some time on the weekend to look at it
if anyone thinks it's worthwhile. I have tried to build it on libc6
and just couldn't work out how to do it, and now dlltools seems to be
gone too.
