It is necessary. As explained in Bug#21773 & Bug#22526, tetex-* packages
pre-depend on dpkg-perl, so dselect will try to unpack and configure
dpkg-perl before installing tetex-* (before installing anything at all, in
fact). But it will fail (and stop the installation) because perl is not
in the base system, and dpkg-perl currently depends on perl. So that bug
is a show-stopper.
