intent to package kjbuckets

Kjbuckets is a small module that adds set and graph data types to
Python.  It is recommended by Gadfly, which I am currently working
on... without it, Gadfly is terribly slow, as it has to do the same
stuff in pure Python instead of C.  The original distribution can be
found at:
  http://www.pythonpros.com/arw/kjbuckets/.

(Actually, it's already done, but it is my understanding that one has
to post here first before uploading...)
