00 - 91 Is In Use
You _cannot_ move existing links around. You even cannot assume someone
has not used 91-99 locally over the last 2 years. When these links are
installed, an upgrade of the package that installed them will _not_ move
the links around. That's exactly what we have update-rc.d for, to ensure
that doesn't happen.
