The idea of explaining why things were done the way they are is great,
and not only for the "essential" field.  IMHO, when it's related to a
specific package (like it is for the essential flag), it is part of
this package's documentation.  So I suggest to put that in a file in
the doc directory; currently I put this sort of info in
README.Debian, but maybe we should ask for a new file ?
