We can do nothing about dpkg, as people will be using their older
dpkg's to upgrade.  We could fix all the bugs and add tons of
features, but for upgrades, they would do us no good.

This is kind of why it might be nice to have a catch-all package or
script or something that could be run before any upgrades.  We are
faced with the fact that our packaging system is not adequate to the
task at hand.  Maybe changes made to it in the future will make it
more robust?  Maybe, but nothwithstanding the fact that it is ugly and
sort of a hack, some sort of catch-all script might be a good thing
not to depend on, but to have available should we encounter another
situation like this one.
