Then local[01], maybe local[0123], that's the half of them.  I use local0
and local1 regularly and wouldn't like packages start redirecting my
logs to their logfile.  Anyway, we could discuss what "reserved for local
use" in the manpage means exactly.  What is "local use"?  I think it means
"local", so system packages shouldn't do anything with these facilities.
But there's another side of the coin, what to do with logs processed
through syslog that doesn't have a predefined corresponding facility.
Maybe move to debian-policy?
