I think we shouldn't.  Programs should have intelligent defaults.
This method will bring about many problems with conflicting variables
and slow startup time.

You are perhaps analyzing this issue from a single-user machine
perspective.  Consider a large system with practically every package
installed.  Each user only uses a small minority of available
programs, but their environment is polluted with hundreds of
extraneous environment variables.
