I think this syntax is a little clumsy. How about some of these?

3	closed: #98238,#98239

1	(#98238,#98239)		- the brackets would indicate closure

2	(fixes: #98238,#98239)

4	(#98238) (#98239)       - the brackets would indicate closure

My preference is listed in the first column above.
