The rule of thumb I have been using is that anything that already
exists for libc5 should be rebuilt for both libc5 and libc6 and
anything that doesn't already exist for libc5, only needs to be built
for libc6.

After the release of Debian 2.0, we can decide what to do with the
libc5-based packages.
