Actually, not only is it recommended that you fix buggy Makefiles like
this, it's even more highly recommended that you do so and submit the
changes back to the author.  Also, it's better to have a patch with
obvious meaning than to have some future maintainer (or current
curious user) looking at the rules file and saying "but why didn't he
just use make install?" especially when, for example, the package has
a new binary added to it, and the Makefile gets updated...
