I don't really know why this would qualify as an 'important issue' ... but
heck, I once filed a (I believe maintainer-only) bug against lynx myself.
Anyway, I don't see the point of discussion this on the (already flooded)
list. As /etc/lynx.cfg is a conffile, you can change it to your hears content
to suit your local needs. If something is really not functional _as shipped_,
then please file a bug report.
