Does no one care to write summaries?  I don't care about lots of
mailing lists (I simply don't have time to subscribe to them all).

But if you do create sub-mailing lists.  Please post summaries to
debian-devel.  And make it policy or something.  [Hats off to deity
for a good example of how taking a big discussion into private can
then publish their results opening it to the community again!]

Or (my preference) if the participants would indicate "summary" in the
subject, then they could leave the discussion in debian-devel, IMO.
