US export restrictions apply to foreigners residing in the US who are
not permanent US residents. For example, a foreign student in an US College
is not allowed to download restricted software.

I don't see any way to comply with US law other than asking each individual to
sign a form and snail-mail it. That could become very inconvenient.

Almost nobody formally complies, but having the restricted packages in a
non-US site is a cleaner solution, IMHO.
