I humbly suggect another option:

  c) At install time, have the timezone package ask whether you 
     want the correct time, or the POSIX compatable time which 
     is 20 seconds off.  This leaves the choice in the hands of 
     the user.  Have the timezone package then do something like
     an update-alternatives (if the binary needs to change) or
     simply update the config files (if that is all that is needed)
     to switch between POSIX or the correct time.
