I think you can do it with this line in your .Xdefaults file (or whatever
file you use to customize your X apps):

Netscape*documentColorsHavePriority:            False

This should work, because according to /usr/X11R6/lib/X11/app-defaults, 
! Normally, the user-specified colors and backgrounds will only be used when
! viewing documents which did not specify their own colors and backgrounds.
! If this resource is set to False, then the user-specified colors and
! backgrounds will always be used, regardless of the options specified in 
! the document itself.

P.S.  I believe one reason an HTML author might choose to specify the
background color is to show off whatever artwork he presents on the page.
