Recently, I have had a very long discussion about this with François
Pinard, Richard Stallman and others.

GNU translators teams have the job of translating message catalogs. If
they do not well, or do not *in time*, they are responsible of that.

GNU upstream maintainers have the job of integrating newer translations
into the new upstream sources. If translations are not 100% in sync
(because of the fuzzy "entries") this may be considered as a "translation
bug". IMHO, we should receive this kind of bug reports from our Debian
users and forward them to the upstreams maintainers. We would not have to
worry about this. GNU is in charge of integrating programs and
translations in a single package.

If we do not forward this kind of "translation bugs" when they are
reported, and integrate the new translations by ourseleves, GNU will never
see the need to release a new upstream version just to be in sync with
newer translations.
