Well, the parallel with bringing down X certainly argues otherwise - that
one seems to be uncontested.

However, if the bug report starts off with insults (as this one did), said
user should certainly not be surprised.

Then why is it appropriate to shutdown X? This doesn't make sense.
Now, on a more constructive point, it would certainly not be a bad idea to
warn about it and leave the user an option to postpone the installation of
that package.
