After giving this some thought, I was wondering if it wouldn't be
enough to just reverse the control ordering?  I mean use a
centralized repository for config data (such as linuxconf, or
whatever) but let the values stored in conventional locations for
such data supercede?  That way, Debian could maintain centralized
control of configurations, give others the same ability, and yet
when a veteran does what she's used to doing, she still gets the
results she expects.  Is this just a doorway to mass confusion or
could this be made to work?  This would have to be documented
somewhere of course :-)
