I would like to add the "seperation of code and parameters from
shell-scripts in /etc/*".
Although the opinions differ how to do it (sourcing or forking), nobody
has brought up arguments against this as a goal.

I think this step is important regardless of the "admintool" (whatever it
will be) because those shell-scripts become truely upgradeable then (they
are not yet!). To give a quote from /etc/init.d/boot:

    # (like /etc/default/boot) instead of having to edit it directly!
