I'd be willing to give this a shot, but it may take some time.  I'm a
little busy, and I haven't thought about how hard this might be.  It
doesn't look too bad for the simple case, but it's easy to
underestimate.

Do we need markers in the file so that we can have user sections that
are preserved, or what.  I'm thinking of some config files where I've
seen:

## User stuff goes here ##

## End user stuff ##

or whatever.  I'm just trying to get an idea of what our constraints
are.
