How could this be done? Dummy users? I don't think replacement
between two sections is going to work.
The best way to look at the problem is to examine the types of changes
base-passwd would want to make:
1) New user with unallocated uid and unknown name - Easy, just add it.
2) ... these are harder :)
Now that we have a policy of uid allocation, we'll hopefully only be
seeing changes of type 1, but certain other cases aren't too hard to
do.
