Bug#5359: dpkg-genchanges requires all packages to be built

Package: dpkg-dev
Version: 1.4.0.3

The 'dpkg-genchanges' program requires that all packages listed in the
control file be built.  When compiling netscape, I either want to build
"netscape" or "netscape-beta", but not both.

Could this error be downgraded to a warning?
