Bug#5045: if dpkg-source can determine a directory isn't in a tar, it can create it too

There is moe to this than meets the eye.

The file I wrote which tells people how to unpack a Debian source
package on a non-Debian system tells people to create the debian
subdirectory, but doesn't mention any others.

For this reason any other new subdirectories are forbidden at the
moment.

Obviously we can change this and decide to allow other subdirectories,
but this will make it harder for people without dpkg-source to use our
sources.  This is a decision that will probably be contentious.

Also, if this is to be changed care needs to be taken that the
directory name is sensible and that the proper security precautions
are taken.
