Bug#5045: if dpkg-source can determine a directory isn't in a tar, it can create it too

Okay.  This could especially be a problem considering that dpkg-source
is written in perl.  It's true that perl is distributed with the base
disks but I'd like it if people could build perl without having perl
installed in case something gets really broken.  This is an issue for
bo.
