Stephen,

Please write to Sven Rudolph <sr1@inf.tu-dresden.de>. He maintains the
list of packages and their maintainers, and can assign you "ownership"
of packages. When you are ready to upload, write to me for an account on
master.debian.org. If you see a package that is out of date, check with
the maintainer of that package (their name is in the package, you can see
it using "dpkg  --info". They may want to give it up, or they may need help
getting the latest version out the door.
