splitting debian-devel into sub-lists

I am now accepting candidates for project-specific sub-lists of debian-devel.
We used to have a debian-dpkg list, and I think it's time to revive that to
use for the packaging issues. My goal is to get certian kinds of discussion
off of debian-devel so that debian-devel only contains material that should
be seen by all maintainers. There is too much volume.

Other list candidates are a debian-unstable-changes for uploads to unstable,
and debian-bugs-distribution for distribution of newly-posted bugs.

If you want to create your own list, go in ~bruce/MailingLists and run
bin/createlist list-name your-name . Ignore the stuff about creating aliases,
that is not necessary with qmail and the scripts I am using.
Use bin/led (for Lock-and-EDit) to edit the distribution list, which is called
list-name/dist .

	Thanks

	Bruce
