OK, I see that ^A behaves as you say. Though it is unclear to me what
the second sentence in the -v option means! I have verified that most
does interpret the -v option 'PAGER="most -v" man most' and
'PAGER="most" man most' give different and expected behavior (that is
why I closed the bug report. Since I'm not sure how a ^A should be
displayed, I'm not sure it's a bug. But in that case the example used
in the man page is wrong. I'll forward a note to the upstream
maintainer asking about this (and I'll CC: you).

Yes, I sent e-mail some time ago saying that I couldn't see the
problem.
