Bug#4683: Apache sets up the wrong permissions

I just went through the conversion procedure. Nothing worked afterwards.

First apache complained constantly regarding the Transferlog until I remove the modules using that keyword.

Then it set the permissions to /usr/lib/httpd and the subordinate directory so that no
permissions for others were enabled. Also the icons in the icons directory had no word read allowed.
