Then there isn't a problem.
"configure --srcdir=/src/emacs-19.31 i586-unknown-linux" works for me.

He made the change in Emacs. This business about a "unilateral
change" is irrelevant since it hasn't yet even impacted configuration
files. If and when the change is made to autoconf there will be
something to talk about.
Remember, though, it is GNU autoconf.
