Bug#3111: pgp-i doesn't create ~/.pgp

I don't know the preferences of the original bug reporter, but surely it's
not the pgp-i install that should create those directories, but the key
generation step for user X?!

Just like ~/.elm  isn't installed by the elm install, but when you first
try to use elm ...
