Of cource it didn't create ~/.pgp, because it cannot. It COULD create
~/.pgp for all current users (tough some users may not like that, if
they are close to there quota, and for user ftp it's inappropriate),
but it cannot know what users will be added later. So, if you want
to use pgp, you'll have to add a ~/.pgp on your own directory.
