Bug#3112: UUCP uses /usr/spool/uucp (and does not create it)

The programs in the uucp package refer to /usr/spool/uucp instead of
/var/spool/uucp as it should be. What's worse, if /usr/spool/uucp does
not exist when the package is created, it is not created. (In my case, the
/usr/spool -> /var/spool link was deleted).

Same for uucppublic, I think (I don't remember for it), so I'm not
sure it should be in /var/spool (though it is actually).

(I agree that having a link from /var/spool/uucp to /usr/spool/uucp may
save some hassles when first getting a program, but I'd like to be able
to stick on /var/spool/uucp (without the link) on a nicely installed
system. So I think uucp should not make /usr/spool/uucp appear if it is
not here, but it still should use /var/spool/uucp.)
