Bug#2955: Autoconf references /usr/share/autoconf

The autoconf lib files are installed in /usr/share/autoconf (the
default when you configure autoconf). This contravenes the FSSTND,
since the files should (at least) be referenced as /usr/lib/autoconf,
and pointed to the /usr/share files by a symlink.
It would probably be more sensible, given the current state of Linux
multi-architecture support, to install the m4 files into
/usr/lib/autoconf directly. Especially since autoconf is the *only*
package (on my system at least) which references /usr/share.
