I'm sorry, from the phrasing of the question, I thought the issue was
whether the base should remove /etc/termcap from an existing system,
not whether /etc/termcap should no longer be in the base.

I thought it was so obvious that /etc/termcap shouldn't be in the
current base I didn't even look (and can't right now, sorry).

Or are you saying that because /etc/termcap isn't in the *base* that
the base *should* remove it from the system, even if the system
administrator has installed /etc/termcap to deal with some other
problem?  Bad move:  this would save a few keystrokes, and a few bytes
on disk, for the one-time transition from beta to 1.1, but we'd have
to live with this decision for a long time to come.
