The situation is that the old 0.93R6 base disks included a termcap
file, but not as part of any package.

I'd suggest that the base new package should, when it is upgraded from
such an earlier version, check to see whether it looks like it wants
to remove /etc/termcap.  A good indication that it ought to is that
the termcap compatibility package isn't installed.  (It can get this
out of   dpkg --status | grep -i '^status:'

If it decides it thinks it wants to remove it it could prompt the
user, with `yes' being the default.
