Bug#2723: syslogd was built with bad libc

If you work past the install scripts errors, syslogd and klogd will
spit out the following error messages when run:

starting /sbin/syslogd ...
/sbin/syslogd: can't resolve symbol 'environ'
/sbin/syslogd: can't resolve symbol '__environ'
starting /sbin/klogd ...
/sbin/klogd: can't resolve symbol 'environ'
/sbin/klogd: can't resolve symbol '__environ'

This is indicative of programs that were built with a buggy, beta
version of libc 5.3.x and will not run with libc 5.2.x.
