Could anyone please tell me why not? Where do you guys start programs like
hdparm or any other local configuration?

I don't agree. IMO this file is only confusing if it's not run. Usually you
simply enter your local changes into rc.local and they are run by the boot
process (holds for all Unixes I worked on so far), so I think many users
might do exactly that, put their hdparm (or whatever) call into rc.local and
wonder why it isn't executed.

Why do we judge if a user shall be able to use it? It should be much of a
problem to make it work. Call it at the end of /etc/init.d/boot or move it
into /etc/rc.boot (in this case the dot has to be removed though). Not much
work for us, but might be a huge help for users.
