Bug#2528: fuzzy lines on window borders in X

Does anyone else see these fuzzy lines? I get them in almost all of
the X programs supplied by xbase and xcontrib. I believe there is
something wrong with them as I have an xload for my machine and it has
these funny fuzzy lines around it. But I also have xloads running on
two other machines (using the old Debian X packages) displayed to mine
and they don't have these funny fuzzy lines.

The fuzzy lines also show up in scroll bars in programs like xterm
and xconsole.

This is with

ii  xbase           3.1.2-7        XFree86 3.1.2 base distribution.
ii  xcontrib        3.1.2-1        XFree86 3.1.2 contributed clients
ii  xlib            3.1.2-5        XFree86 3.1.2 shared libraries
ii  xserver-s3      3.1.2-3        XFree86 3.1.2 S3 server

and a Diamond Stealth 64 Video VRAM video card.
