Bug#2117: usr/local/bin no longer in path

Since you're seeing a change, you're almost certainly running from
xdm, so you can change it yourself in /etc/X11/xdm/xdm-config.

The actual default from x.org, I believe, is to not include
/usr/local/bin, so some could see this as a change from incorrect
configuration to correct configuration.
